Phoenix should likely go after Irving themselves if they have to take Deng's contract with Ball (and it likely wouldn't take much more than they are currently offering) .

For the Lakers don't think they'd want Irving since they have aspirations of getting Lebron and a reunion is highly unlikely.

Jaw-you keep posting that Phoenix should go after Kyrie. You have to consider that they are not on his preferred list. The Cavs can trade him anywhere they want. But will you take a chance that after 2 years he leaves? That's a gamble. It might limit what you offer.

There are only a handful of superstars in the NBA and recent history shows you need more than one in order to win a championship. Suns would be wise to not scoff at a chance to get Irving especially if they can do so without parting with Jackson or Booker. Two years is plenty of time to spend part of a season or even an entire year trying to sell Irving on staying and evaluating his fit as well as adjusting the lineup and bringing in more win-now pieces. if things go sour and it looks like Irving won't resign Suns could still trade him in a year. No they won't get back what they gave up for him but I think its worth that gamble especially with Booker and Jackson still on the team and young enough to build around.
