I may be wrong but they should be able to make work with a trade exception and have that extra money to spend in free agency. I still thinks he resigns for the max though.

No can do. Small clause in CBA says a team can not RECEIVE a s&t'd player if the receiving team is currently over the luxury tax OR the new salary will place the team under the luxury tax line. Which is what happens here unless Miami is adding Anderson and Whiteside to this somehow.
