I'd do the first one for the Raptors. Two decent contracts going forward that can be moved for something of value even if they don't fit. Keeps most of the Dragic salary on the books going forward. I don't know if they'll find better.
Don't think they'd do the second. They know exactly the role they want Birch to play and he has shown that he can play it. I don't think Noel replaces him, but might complement him. On a team not afraid to play 5 guys between 6'7 and 6'9 with no point guard they would probably play Noel and Birch together at times.

kemba walker might be extremely effecient off the bench with 20 minutes at 8mm/ year. package him with robinson in some sort of deal and still have money left over for the buyout market (ibaka) . this is a very very very good basketball team. all things being equal. +800 at worst case scenario to win the east. easy.
