No, no they cannot. Unless you want to call what Barnes did "resturcturing". Opting out and signing new deal at lower amount in the first year.

But that required an option or non-guaranteed part of a deal being the only part that's remaining. Westbrook has fully guaranteed years left, those can't be messed with.

He could decline his player option to reduce from 4 years left to 3, but he couldn't then extend because you can only extend with two years left (I believe counting the option year), so he'd just decline 47 million without any benefit to himself, which would be one of the dumbest things I've ever heard happening.
