The player they're trading for (Westbrook), his entire salary has to fit into 1 TPE.

You cannot add a TPE to an additional player (Horford) to take on a player (Westbrook) with a larger salary per the CBA.

Now you can take on a player with a salary that is lower than the TPE as part of a much larger trade.
