The Sixers currently hold pick #11,17,35,39,47,and 60.
The Bulls have picks #9 and 24 (Plus a ton of cap space no bigtime FA will take with a team beginning a total rebuild).

Sixers get: #9
Bulls get: #11,17,35,47,60 and bayless(has 1 year remaining at $9mill).
The #11 and #17 for the #9 seems fair. And 3 second rounders to take on one year of bayless seems more then fair, especially since Chicago has tons of cap space).
This gives the bulls 3 #1 picks and 3 second rd picks in the draft. Sixers get rid of byless's one year at 9 mill, freeing up more space to land a big fish(ie LBJ), plus draft Mikal Bridges out of Villanova at #9(who very likely would be there at #11 anyway).

If bulls pick falls in that 5-8 range, just have sixers sending #17 to bulls to take bayless, and leave out the 3 second rounders. That may actually make more sense and still have the desired results for both teams. I may have over complicated the trade in the original post.

If Fultz can come in and be anything close to what he was suppose to be next year that team would be really good. Add in a player like Bridges, who you would hope can come in and be something similiar to Tatum this year and that team has a real chance at a title. The length and defense would be ridiculous and having Fultz and Saric to lead the bench unit could give them one of the better 2nd groups in the league. There are a lot of questions added to the ones above like Embiid's health and can Simmons develop enough of a 3 that he actually has to be respected, but the Rockets and Warriors would have to be legitimately concerned.
